We have a small but vocal group of blog owners, in Blogger Help Forum: Get Help with an Issue, who report that they are unable to use Post Editor, to upload photos.

Right now, it appears that the problem is common to older versions of Internet Explorer.
The blog owners willing to provide details, about their browser, appear to be using Internet Explorer V8 or V9.
It is possible that the owners having a problem with IE V9 are using Blogger with Compatibility View enabled - which effectively gives them IE V8. Noting that Internet Explorer V8 is considerably out of date - and is now not supported by Blogger - it's possible that the primary cause of the problem simply involves use of IE V8 (or V9 with "Compatibility View").
We have a Problem Rollup Discussion, in Blogger Help Forum: Get Help with an Issue, where we are requesting details from everybody who is experiencing this problem.
While we wait for action by Blogger Engineering, everybody experiencing this problem is strongly urged to contribute their details to the Rollup Discussion. Problem diagnosis being as it is, any one person, contributing their details, might contribute the one essential detail that leads to successful diagnosis of the problem.
Alternately, you might consider upgrading Internet Explorer - or disabling "Compatibility View", for "blogger.com".

In Blogger Help: Compatible browser and operating systems, we notice, quite conspicuously, the absence of Internet Explorer 11, from the table.Blogger works with the following browsers and operating systems:
The most current version of Internet Explorer listed is V10, with the annotation* For best results, turn off Compatibility View.
If you have a computer with Internet Explorer V11, you're going to need a third party browser - Chrome or Firefox. Otherwise - sorry - you won't be able to use Blogger.
Apparently, IE V11 contains too many internal changes, for Blogger Engineering to update the dashboard utilities, so IE V11 will be reliably usable - Compatibility View enabled, or disabled. Blogger has simply decided to not support IE V11, until they can properly update.
Like the predecessors, "bX-rjv21c" and "bX-sf96g4", this bX code can be cleared only by action of the blog owner - who must use a different browser, to access the Blogger dashboard.
For several weeks, we've seen a steady stream of problem reports, in Blogger Help Forum: Something Is Broken, about the latest monolithic error in Blogger history.

From several conversations with Blogger Support, it now appears that this latest error code (and a few similar ones) is related to Internet Explorer, and the use of Compatibility View. Apparently, Blogger Engineering has finally updated Blogger so it is compatible with Internet Explorer V11 - and having done so, has made it incompatible with V11 using Compatibility View.
The simplest way to resolve the bx-hg9hg2 is to reset Internet Explorer.
Many Blogger blog owners may be using Internet Explorer for more than just Blogger blog maintenance - and may not appreciate the possible effect on access to other websites, caused by a browser reset. In this case, it may be better to Edit the Internet Explorer settings, and remove Blogger from Compatibility View.
To edit Compatibility View, you use the browser Tools menu, and select "Compatibility View Settings". Select any or all entries referencing "blogger.com", and hit "Remove", then "Close".
Having either reset Internet Explorer, or edited the Compatibility View list, you may next need to restart Internet Explorer.
A third possibility would be to use a different browser, until Blogger Engineering resolves all issues with IE V11 and Compatibility View. This may not happen immediately, however - and some blog owners may prefer to use IE in general. Advice to "Use a different browser" is not always appreciated, by every blog owner.

Recently, many bloggers, when loading the blog of their choice under some older versions of Internet Explorer, have been faced with a rather monolithic errorInternet Explorer cannot open the Internet site http://<Web site>.com.

This error has been seen before - just last month, SiteMeter updated their script, and many blogs with SiteMeter code became unreadable. Right now, though, the culprit doesn't seem to be SiteMeter, though we can't tell for sure at the moment. Nitecruzr Dot Net does use SiteMeter, and it's apparently not affected by this problem.

This won't make your readers very happy.
As of March 2009, we are seeing some bloggers state that removing the recently updated Followers or Friend Connect gadgets resolved their issue. Of course, with Following / Friend Connect becoming an immensely popular accessory, this isn't a good long term strategy, but it may provide a way for you to at least diagnose your problem. Alternatively, you can try structured diagnostic procedures, and remove any recent updates.
You can find a few discussions about this problem, by Googling "Internet Explorer SiteMeter Operation Aborted". Here are some examples.
Right now, all that I can recommend is that, if your blog is affected by this symptom, try and figure out what changes you made most recently, such as adding any HTML / JavaScript code, maybe in a gadget.

This problem comes and goes periodically, with differing basic causes.

Yesterday, as Blogger started to deal with the massive false positive spam blog problem and the forums started to calm down, another problem became visible. Dozens of bloggers reported an inability of their blogs to load, under Internet Explorer. The common factor in the problem reported involved the presence of SiteMeter code, on the blogs reported. All of my blogs, listed above, have that code too.
Given the choice of having a blog accessible only under Firefox (and trackable), or having a blog accessible under both Firefox and Internet Explorer (and not trackable), I chose the latter and removed my SiteMeter code. This was not a difficult task, I just cut the code from the widgets in the footer of each blog. And I saved the removed code, which was a good thing.
I simply edited the page element in the footer, at the bottom of the blog. Wherever your SiteMeter widget is, if you put the code into a page element, you can do the same.

In the process of writing a problem report to SiteMeter, I needed an exact copy of the content of the popup error. Attempting to reproduce the error, I went back to my home blog (which I care about least, of the 3 above), and added the code back. Having reloaded the code, I reloaded the blog under Internet Explorer, and noted an oddity - no error popup.
I returned to my SiteMeter Statistics list, and observed that my visit was now visible in the visitor log. An hour later, I am now refreshing the "Who's On Your Site" display, and I see all 3 blogs represented again. Some entries include Internet Explorer, and multiple pages viewed, indicating successful loading of the blog.
